Background

Ms. Birkitt has over 39 years of experience in the environmental field including 10 years with state and local regulatory agencies and 10 years with a major international consulting firm. Her expertise includes environmental impact studies, state, federal, and local environmental permitting, NEPA (EA/EIS) coordination, and Section 7 Consultation, ecosystem restoration, project management, construction oversight, and regulatory compliance specializing in wetlands, wildlife, benthic and aquatic ecology, and mitigation and mitigation banking. Ms. Birkitt has designed and permitted over 15,000 acres of wetlands restoration and creation projects and evaluated over 60,000 acres of land for mitigation banking opportunities throughout the state.

Robert J. Toth, B.S.

Vice President / Technical Services Manager

Background

Rob Toth has more than seventeen (17) years of experience within the environmental field. He has extensive experience leading fellow employees and other team members in the successful completion of both small and large-scale interdisciplinary projects. Mr. Toth has experience in the environmental permitting processes for the Florida Water Management District’s, the Florida Department of Environmental Protection (FDEP) and the United States Army Corps of Engineers (USACE) and is fluent in developing cost and time efficient solutions to meet clients’ permitting needs. Projects have included residential and commercial development; coastal restoration; marinas; piers and docks; bridges; natural gas pipelines; airports; and mitigation and mitigation bank design and permitting. Other experience includes the federal NEPA process including evaluation and the preparation of Environmental Assessments (EAs). 

  • Prepared and oversaw all aspects of municipal and county development permit applications as well as state Environmental Resource Permits (ERP) and federal permits and NEPA documentation, including Request for Additional Informational (RAI) responses.  These duties included client representation at municipal and county administrative and public hearings, as well as client relations.

  • Identification of permitting requirements based on site conditions and proposed development plans and development of cost and time efficient permitting solutions.

  • Designed habitat restoration plans for marine and freshwater wetland systems for mitigation and mitigation banks.

  • Conducted wetland jurisdictional determinations, benthic, plant, and wildlife surveys as well as Threatened and Endangered species (T&E) surveys, also performed restoration area and mitigation monitoring.  These tasks typically involved the utilization of a Trimble Geo-series Global Positioning System (GPS), Arrow 100 Sub-Meter GPS, or hand-held GPS unit and ArcGIS software.

  • Conducted habitat surveys and ecological community mapping utilizing Geographic Information Systems (GIS).

  • Created habitat restoration plans for marine and freshwater wetland systems for mitigation and mitigation banks.

  • Identification of permitting requirements based on site conditions and proposed development plans.

  • Created mitigation plans utilizing the Uniform Mitigation Assessment Method (UMAM).

  • Prepared protected species relocation plans and associated permits and conducted protected species relocations.

  • Experienced in gopher tortoise surveying, permitting, and relocation.

As Vice President/Technical Services Manager, Mr. Toth oversees all technical evaluations and reports for Birkitt.  He is also responsible for client and project management including client relations, ensuring quality products, and budget management.
